Diagnosed a critical Windows engine bug (Issue #1868) where subagents, skills, and Claude marketplace extensions silently failed to load due to CRLF/BOM file encodings; independently root-caused and authored fix. Architected centralized normalizeContent() utility in textUtils.ts enforcing normalize-first ingestion across Subagent Manager, Skill Manager, and Claude Converter; fix merged in PR #1890 with full unit and integration test coverage.
